When is a touch-up enough?
A touch-up works for a small number of chips that have not reached bare metal or have only just reached it. A skilled technician cleans the chip, fills it in thin layers with matched paint and clear, then levels and polishes so it sits flush with the surrounding paint.
This is very different from a brush and a bottle of touch-up paint. Done properly, the chip becomes very hard to see from normal viewing distance. On metallic and pearl colours, a close look may still pick it out, because the metallic flake cannot be laid exactly as the factory sprayed it.
When does a stone chip need a local repair?
When there are many chips in one area, such as the lower front bumper, a local repair is usually better than dozens of touch-ups. The damaged area is prepared and repainted, then the new paint is blended into the surrounding original paint within the same panel.
